Would you connect the foreigners typical grammatical mistakes to their accent (the word accent)?

I think you can have a foreign accent but speak good English (grammatically correct). You can also have the same accent as everyone else in your town and still speak bad English... So no, it's not because of the accent, it's because the person was too lazy to learn English.
