I think my 3 year old chi. had a mild stroke took him to vet said he looks fine but now 2 times a day his neck?

took him to vet he said he looks fine but 2 times a day morning and night his neck gets real stiff and he screams loud i rub it lightlyand talk to him and after awhile he is ok can i give him any thing for it and what could be causing it
