13-14 dpo and negative HPT. Am I out for this month?

It seems to me as though most women get their BFP before their missed period. Today I'm 13-14dpo and I got a negative first response. I did not use FMU. My last 2 periods were short (21 day cycles) and now I'm on day 13-14 and still no BFP.
